The FDC program is an expedited process for veterans who submit all their evidence at the same time they file their claim. When the VA has everything it needs from the start, it can make a decision faster.

This guide provides a step-by-step process for building a strong FDC, helping you reduce delays and get the benefits you’ve earned without unnecessary waiting.

What is a Fully Developed Claim?

The FDC program is designed to streamline the claims process. By submitting a complete evidence package upfront, you are telling the VA that you have no more documents to add. This allows the VA to bypass the standard evidence-gathering phase and move directly to making a decision. While it requires more work from you initially, it can significantly shorten the time you wait for an outcome.

The 6 Steps to a Fully Developed Claim

Building an FDC involves gathering all the necessary documents before you click “submit.” Follow these steps to create a claim package that is ready for a quick decision.

Step 1: Get a Current Diagnosis

Before anything else, you must have a current diagnosis for every condition you plan to claim. Schedule an appointment with your doctor to get your disability formally diagnosed and documented. Without a diagnosis, the VA cannot approve your claim.

Step 2: Collect All Your Medical Records

Gather every medical record related to your condition. This includes records from your time in service, VA medical centers, and private healthcare providers. Don’t assume the VA will find everything for you. Submitting a complete medical history prevents delays.

Step 3: Write Your Personal Statement

Your personal statement, or Statement in Support of Claim (VA Form 21-4138), is your chance to provide context. Explain what happened during your service, when your symptoms began, and how your disability impacts your daily life. Be clear, factual, and honest.

Step 4: Gather Buddy Letters

Buddy letters are powerful supporting evidence. These are written statements from people who know you, such as your spouse, friends, family, or fellow service members. They can attest to the event that caused your injury or describe how your condition affects you. These letters can fill in gaps left by official records.

Step 5: Get a Strong Nexus Letter

For a successful claim, a nexus letter is essential. This is a medical opinion from a qualified provider that links your diagnosed condition to your military service. A strong nexus letter should state that it is “at least as likely as not” that your disability is service-connected. This is often the most critical document in your entire claim package.

Step 6: Upload Everything at Once

Once you have gathered all your documents—diagnosis, medical records, personal statement, buddy letters, and nexus letter—it’s time to file. When you submit your claim online at VA.gov, you will be asked if you want to file it as a Fully Developed Claim. Select this option and upload all your evidence at the same time.
